The legal framework

What a staffing agency in Mexico actually does (and what it legally cannot)

A staffing agency in Mexico recruits, hires and manages workers who perform a defined service inside your operation (production support, maintenance, logistics, quality, administration) while remaining legally employed by the agency. Since Mexico’s April 2021 labor reform, that model is only legal under one framework: specialized services registered in REPSE (Registro de Prestadoras de Servicios Especializados), the public registry run by the Ministry of Labor (STPS). Any staffing company in Mexico that supplies personnel without a current REPSE registration exposes its clients to lost tax deductibility, joint liability for wages and social security, and fines of up to 50,000 UMA (about MXN 5.9 million in 2026).

That single fact should reorder how you compare providers. Price matters; a provider’s registration, audit trail and payroll discipline matter more, because their mistakes become your liabilities.

Local vs. platform

Why a local staffing company beats a global platform for Mexico

Global workforce platforms sell Mexico as one of 150 countries. We sell it as the only country we work in. The difference shows up in four places:

Global platformStaffing People
Legal employer in MexicoOften a partner entity you never meetOur own Mexican entity, REPSE-registered since the registry opened
RecruitingJob boardsField recruiters in each city, 100,000+ placements, own candidate base
Payroll complianceShared service center abroadMexican payroll run in-house, PwC-audited, with a written zero-error payroll guarantee
ResponseTicket queueBilingual team, same business day, founder-level access

We are not a marketplace and not a job board. We are the staffing agency in Mexico that shows up at your plant.

What we do

Staffing services in Mexico we provide

Five workforce solutions in Mexico from one REPSE-registered provider. Most clients combine two or three of them under a single contract and a single compliance file.

  • Industrial and production staffing: operators, assembly, welding, CNC, forklift, warehouse and logistics crews with on-site supervision. See our industrial staffing agency in Mexico.
  • Temporary and project staffing: temporary staffing services in Mexico for inventory counts, model launches, production peaks and seasonal demand, released at the end without exposure. Turnover replacement included during the assignment.
  • Recruitment and headhunting: technical, administrative and management profiles, bilingual where you need them, with replacement guarantee. See our recruitment agency in Mexico.
  • Employer of record (EOR): for companies with no Mexican entity: we employ your people legally while you direct the work. See employer of record in Mexico. Not sure you need an entity yet? Read how to hire in Mexico without an entity.
  • Payroll administration: for companies with their own entity that want Mexican payroll, IMSS, INFONAVIT and CFDI stamping run by specialists. See payroll administration in Mexico.

Every service below is delivered under Mexico’s specialized-services framework: we hire the people, enroll them with the Mexican Social Security Institute (IMSS) and INFONAVIT, pay them and supervise them; you direct the work. That structure — a REPSE-registered provider with its own workforce — is what keeps a foreign manufacturer out of joint liability and keeps every invoice deductible.

Most requested · industrial staffing

Industrial staffing for manufacturing plants and warehouses

Operators, technicians, quality inspectors, forklift and logistics staff, maintenance and cleaning crews — recruited, hired, trained on your protocols and supervised in your plant. Temporary staffing for peaks and launches, or long-term specialized crews. Turnover replacement included. Ciudad Juárez, Monterrey, San Luis Potosí and nationwide.

Payroll administration

Payroll administration (maquila de nómina)

What US buyers search for as “payroll outsourcing in Mexico”: we process your Mexican payroll end to end — calculation, ISR withholding with the current tables, CFDI e-invoicing of every payslip, IMSS/INFONAVIT contributions and filings, dispersal files and reporting — while your employees stay on your own entity. Backed by our Zero Errors or We Pay the Fine guarantee.

Employer of Record in Mexico — with a real workforce behind it

Need to employ people in Mexico without a local entity yet? We hire them under our 20-year Mexican company, with REPSE registration, IMSS accounts and Mexican HR on the ground — not just a software platform that files paperwork. Ideal for engineering, supervision and back-office roles, and the only sensible EOR model when the roles are physical and industrial.

Recruitment

Recruitment & selection in Mexico

Bilingual recruiters, a database built over two decades and mass-hiring capacity for plant start-ups. Direct hires for your entity or recruitment as part of a staffing contract. Operational recruitment is included at no cost inside our staffing and payroll services.

Temporary staffing

Temporary staffing solutions in Mexico

Production peaks, model launches, inventory counts, seasonal demand: fully compliant temporary crews for a defined project or period, hired and released without exposure for your company. Also specialized services on contract — industrial maintenance, industrial cleaning and occupational health — under REPSE.

Most clients start with one of these, usually recruitment or production staffing, because an open vacancy is the pain that cannot wait. Then they expand to the others once they see the paperwork arrive before they ask for it.

Temporary staffing

Temporary staffing services in Mexico

Temporary staffing is the service most clients call us for first: a defined crew, for a defined period, with the same compliance as a permanent workforce. Typical cases are inventory counts, model launches and line changeovers, production peaks before the holiday season, and absence coverage. We recruit, employ and supervise the temporary workers under our REPSE registration; you receive the service, the attendance reports and the monthly compliance file, and at the end of the assignment the crew is released without exposure for your company. Temporary staffing solutions in Mexico from a REPSE-registered agency are also the fastest legal way to test a new shift or a new line before committing permanent headcount.

How it works

How our staffing model works

Scope and compliance check

We confirm the service is a specialized service under REPSE rules (distinct from your core business activity) so the structure is legal from day one. If it is not, we tell you and propose the model that is (EOR or direct hire support).

Recruiting in the city where you operate

Field recruiters, own database, referral networks and paid campaigns segmented by municipality. Production profiles in 3–5 days; technical and administrative in 5–10; management in 2–4 weeks.

Employment and onboarding

Contracts, IMSS registration, INFONAVIT, benefits and induction, all under our Mexican entity, documented per worker.

Operation

Our supervisors manage attendance, discipline and rotation in your plant. Turnover replacement is included during the assignment.

Monthly compliance package

Invoice, REPSE certificate, IMSS and INFONAVIT payment proof and the quarterly ICSOE/SISUB filings: the file your finance and legal teams need to deduct every peso.

Where we operate

Where we operate: three offices, nationwide reach

Our offices sit in the three corridors where most foreign manufacturing in Mexico lands. Each has its own recruiters, supervisors and candidate base, and a local page in Spanish for employers hiring in that city.

Ciudad Juárez (headquarters)

C. Cam. Viejo a San José 8048, Partido Iglesias, 32459 Juárez, Chih.

The largest maquiladora hub on the US border, twin-plant operations with El Paso, electronics, harnesses, medical devices and automotive.

Local page (Spanish): reclutamiento en Ciudad Juárez

English page: staffing agency in Ciudad Juárez

Monterrey

Miguel Hidalgo y Costilla 2404, Obispado, 64060 Monterrey, N.L.

Automotive, metal-mechanics, appliances and the industrial parks of Apodaca, Santa Catarina, Escobedo and Guadalupe. If you searched for a staffing agency in Monterrey, Mexico, this is our office.

Local page (Spanish): reclutamiento en Monterrey

English page: staffing agency in Monterrey

San Luis Potosí

Av. Venustiano Carranza 1100, De Tequisquiapan, 78250 San Luis Potosí, S.L.P.

The SLP–Villa de Reyes automotive corridor, Logistik and WTC Industrial parks.

Local page (Spanish): reclutamiento en San Luis Potosí

English page: staffing agency in San Luis Potosí

Outside these cities we staff nationwide through the same entity, and we run payroll for clients in every Mexican state.

US companies on the border: the El Paso–Juárez corridor

If your operation spans El Paso and Ciudad Juárez, you are managing two labor markets, two legal systems and one production schedule. We staff the Mexican side of that equation from our Juárez headquarters: production crews, supervisors, bilingual technical and administrative staff, and the REPSE compliance file that your US auditors will ask for. Our team works on US business hours, answers in English the same day, and has supported twin-plant manufacturers in Juárez for two decades. One partner for the Mexican workforce, one compliance file, one invoice.

Services in the United States

For El Paso employers we also recruit on the US side: direct-hire placements of bilingual, binational talent, hired directly onto your payroll (we do not act as employer of record in the United States). See our recruiting agency in El Paso.

Due diligence

What to check before signing with any staffing agency in Mexico

Five checks, all verifiable in under an hour, that separate a compliant provider from a liability:

  1. REPSE registration, current and matching. Look the company up in the public STPS registry, check the expiry date (registrations renew every three years) and confirm the registered activity covers the service you will contract. A cleaning registration does not cover maintenance.
  2. Tax and social security compliance opinions. Ask for current positive opinions from SAT, IMSS and INFONAVIT. A serious provider sends them before you ask.
  3. Who runs the payroll, and what happens when it is wrong. Most fines tied to staffing solutions in Mexico originate in the payroll of the assigned workers. Ask who processes it, where, and whether the provider puts a guarantee in writing.
  4. The monthly compliance file. Invoice plus REPSE certificate plus IMSS and INFONAVIT payment proof plus quarterly ICSOE and SISUB filings. Without that package your finance team cannot defend the deduction.
  5. Local presence in your city. Recruiters who know the municipalities, transport routes and wage benchmarks of your industrial park fill vacancies in days. A call center does not.

We built our service around passing all five without being asked, and we encourage you to run the same checks on us.

Pricing

What staffing in Mexico costs

An honest staffing quote in Mexico has three visible lines: the worker’s wage and benefits, the statutory employer burden (IMSS, INFONAVIT, state payroll tax, vacation and Christmas bonus), and the service fee. We itemize all three, per profile and per city, so you can compare us line by line against any other staffing company in Mexico, and against the cost of hiring directly. The service fee varies with volume, profile, duration and the supervision you need on site. What never varies: the quote is written, the burden is calculated correctly, and if a payroll error of ours generates a fine, we pay it. That is our written zero-error payroll guarantee.

Send your headcount plan (profiles, city, start date, duration) and you have the itemized quote within one business day.

FAQ

Frequently asked questions

Is it legal to use a staffing agency in Mexico after the 2021 reform?
Yes, under one condition: the agency must be registered in REPSE and the service must be a specialized service distinct from your core business activity. Supplying personnel for your core activity is prohibited. Staffing People operates under REPSE and confirms the structure before signing.
How fast can a staffing company in Mexico deliver workers?
Production profiles in 3–5 days, technical and administrative in 5–10 days, management in 2–4 weeks. Mass hiring for plant launches runs in phases with dedicated recruiters.
Do you provide workforce solutions in Mexico for companies without a Mexican entity?
Yes. Through our employer of record in Mexico model we employ your people legally under our entity while you direct their work. When your headcount justifies your own entity, we help you transition. Compare EOR providers in Mexico before you decide.
Which cities do you cover?
Own offices in Ciudad Juárez, Monterrey and San Luis Potosí; staffing nationwide through the same entity; payroll in every Mexican state.
What is the difference between staffing and recruitment?
Recruitment finds and delivers candidates you hire on your payroll. Staffing means we hire and manage the workers under our entity and you receive a service. Many clients use both.
How do we verify that you are REPSE-registered?
Search “Staffing People” in the public REPSE registry at the STPS platform, check the expiry date, and confirm the registered activity matches the service you contract. We send the certificate with every invoice.
Do you operate in the United States?
Our staffing operation is in Mexico. For companies running twin plants across the El Paso–Juárez border, we staff the Mexican side and coordinate with your US team on US business hours.
